Legalization
This Embassy can only legalize civil documents issued in Japan, Vietnam, the People’s Republic of China, Hong Kong, Macao, Brunei Darussalam Laos and Indonesia.
Documents issued in other countries must be legalized by Paraguayan Embassies with concurrence over such countries.
REQUIREMENTS
I. Study certificates, diplomas, and other certificates issued by private schools and universities in JAPAN
They must be legalized by the Ministry of Foreign Affairs of Japan.
Remark: Birth, marriage, divorce, police certificates and other documents issued by public authorities and institutions in Japan do not need to be legalized. However, they must be apostilled from the Ministry of Foreign Affairs of Japan to be valid in Paraguay.
II. Documents issued in VIETNAM

- Civil documents must be authenticated by the Consular Section of the Ministry of Foreign Affairs of Vietnam.
III. Documents issued in HONG KONG, MACAO, BRUNEI DARUSSALAM, LAOS and INDONESIA.

IV. Documents issued in the PEOPLE’S REPUBLIC OF CHINA
- All documents originating in the PEOPLE’S REPUBLIC OF CHINA may be endorsed or legalized by the Diplomatic or Consular Representation of the Republic of Chile in the People’s Republic of China. No further legalization is required at this Embassy.
PROCEDURE - APPLICATION BY COURIER
Step 1 Send the following documents by Courier

- Application letter
- Original documents (legalized by issuing country – see Requirements section).
- A copy of the documents to be legalized.
- A copy of the applicant’s personal identification card.
- For residents in Japan: a self-addressed envelope (XPack 350).
Step 2 Payment of Consular Fees
After receiving the application documents correctly, the Consular Section will request the applicant by e-mail to pay the consular fees. Applicants leaving outside Japan should wire the exact amount in Japanese yen, bearing all bank transfer charges. In case of discrepancy, the transfer will not be accepted.
Step 3 Remittance of Legalized Documents
After successfully receiving the deposit, the legalized documents will be sent to the applicant by Japan Post (XPack) or private courier.
PROCEDURE - APPLICATION BY PERSONAL APPEARANCE
Step 1 Bring to the Embassy
- Application letter
- Original documents (legalized by issuing country – see Requirements section).
- A copy of the documents to be legalized.
- A copy of the applicant’s personal identification card.
Step 2 Payment of Consular Fees
After verifying the documents, the Consular section will ask you to deposit the exact amount of the consular fees in Japanese yen, according to the exchange rate of the day.
Step 3 Pick up the Document at the Embassy
After the payment has been verified, the legalized document can be picked up the following business day.
